Where is Indiana on broadband access?

Correct me, my memory is not quite what it once was, if I am wrong, but did not the General Assembly make some kind of deal so that we would get more broadband access? I thought aobut this when I read the article Japan's Warp-Speed Ride to Internet Future in the Washington Post. Why is broadband so important?
Japan's lead in speed is worrisome because it will shift Internet innovation away from the United States, warns Cerf, who is widely credited with helping to invent some of the Internet's basic architecture. "Once you have very high speeds, I guarantee that people will figure out things to do with it that they haven't done before," he said.
The article describes how American internet providers have fallen behind Japanese providers and this will hurt American business development.
