Economic development - Muncie - why not Anderson?

The Herald-Bulletin has not made much of Muncie's acquiring a bio-life facility. Too bad, as the story is interesting on two fronts: 1) the company is itself a mystery; and 2) it puts Muncie further along the road to a modern economy with modern industry.
