Well, I could not find such a list. I did find references to George W. as the worst President of all time. Honestly, it is way too soon for history to make that call. So with an attempt at being honest, I will just say that he is an awful president.
Robert Novak seems to think so, too. Well, as much as Robert Novak can objectively dislike anything Republican. Here is part of a piece from Novak's Washington Post column:
The treatment of his war minister connotes something deeply wrong with George W. Bush's presidency in its sixth year. Apart from Rumsfeld's failures in personal relations, he never has been anything short of loyal in executing the president's wishes. But loyalty appears to be a one-way street for Bush. His shrouded decision to sack Rumsfeld after declaring that he would serve out the second term fits the pattern of a president who is secretive and impersonal.

For those who do not understand why the Grant and Harding administrations are considered so corrupt: credit mobilier and Teapot Dome.
Even if I could not find the historians' list that I was looking for, Google did turn up some interesting things:
Ranking Presidents from The Corrupt Tree blog.
Strakon Lights Up, No. 94 has the worst twelve.
Who were the best...and worst U.S. Presidents?
WORST PRESIDENT EVER?
The last one leads to a link about the CNN poll of historians. The first three are unique takes on the subject. You can either be amused, bemused or thoroughly annoyed by them. I was. However, the third one does have some charm because the writer recognizes the great of Babe Ruth, pitcher.
