Kernan/Shepard Commission Report Still Alive?

Er, didn't the Governor punt on the Kernan/Shepard report by offering his own plan. Well, the Indianapolis Business Journal and Ball State do not seem have gotten the memo:

Study: Government reform could save $400M: "A new Ball State University study shows Hoosier taxpayers could save $200 million to $400 million a year by implementing recommendations from the commission headed by former Gov. Joe Kernan and Chief Justice Randall Shepard."
