Larry Riley's GovBlog from The Muncie Star Press

My apologies but I never noticed this blog till yesterday. You can find it here. From my reading, it looks like he publishes about twice a month, but my impression right now is that he writes better than Matt Tully does for the Indianapolis Star (does anyone read Tully nowadays?). Another advantage over the Indianapolis Star: comments and a RSS feed. Last time I checked The Indy Star blogs had comments but no RSS feeds.
