From the summary, I think the article supports what every public defender knows (and will admit to) and what every prosecutor and law enforcement official knows (and will not admit) - the war on drugs is not being won, probably cannot be won as it is fought, and there is too much money at stake for it to be won. Gee, almost sounds like Iraq.
