From Muncie The Star Press , Research reveals flawed standards of proficiency for Indiana students:
"A study released earlier this month by the Thomas B. Fordham Institute confirmed something local educators already knew about No Child Left Behind's proficiency requirement: It's flawed."

"Indiana follows the pattern of other states that the cut scores are easier to attain in elementary than in high school," Muncie Community Schools Supt. Marlin Creasy said. "Mathematics tests, though, are more difficult to pass than reading tests, which tells me we need to beef up reading."

Creasy "was not surprised" by the study's main points. States are finding ways to get around No Child Left Behind's mandate of proficiency by making it easier to reach, meaning the federal government might have to step in and define proficiency so all states can be on the same page, he said.
