For the Herald-Bulletin - what gives?

The Muncie Star Press published this report on July 4:

ANDERSON -- A $760,000 burn tower designed to replicate real-life fire scenarios will open in the city this fall to serve as a training center for firefighters from 13 counties.

Anderson's Board of Public Works approved the purchase of about 17 acres of land Monday for the project after the city was chosen as the clearinghouse for the region's firefighters.
