I heard of this process years ago when I was in Massachusetts. The local energy plant used solid waste as fuel. That was about sixteen years ago. I turned up some research on Google just now for the post following this one and I am just going to toss it out. While I think the idea has a lot of potential locally and statewide, I just do not have the time to delve deeply into the literature.
I do want to say that all this ought to raise a question in our minds about why we have heard nothing about cogeneration from our local, state, and federal officials. I have my cynical opinions as to the answer to my question but, for now, I will leave it at a hope they are merely ignorant

I did manage to skim
Cogeneration Of Steam And Electric Power: P2 Opportunities And Options and found it interesting till I got to this paragraph when it became
very interesting:
Cogeneration is an old and proven practice. Oil and gas-fired cogeneration technologies were increasingly used on industrial sites throughout Europe and the United States between the late 1880s and early 1900s, when electric utility service was limited in availability, unreliable, unregulated, and expensive. In 1900, almost 60 percent of the total U.S. electric power-generating capacity was located at industrial sites. As the demand for electricity increased and the reliability of service improved dramatically, industry began to shift to utilities for electricity. By 1980, industrial electric generating capacity had fallen to about 3 percent of total capacity. Over the same time period, the technical potential (suitable thermal load) for cogeneration had increased substantially.
The second search was for "using solid waste to generate electricity". Again I was only able to skim one article,
EPA - Clean Energy - Electricity from MSW, which points the problems with solid waste as a fuel source. The first page of results for this search follow:
